Should i ask my new guy friend out? ?

so i met this rele nice guy on the bus a few days ago.. we randomly strted talkin and relized tht we r lke twins.. we even share the same bday! both our names start with "n" and we hve the same personalities as well. i recently went thru this heartbreaking breakup wth this guy a few days ago.. so meeting ths new guy was a relief cuz i finally got over my ex.. nick"the new guy" n i started txting n we did for bout 15mins thn he started to t me.. i played along n we ted for 1hr(note it was our 1st day txting each othr) thn aftr tht i txted him n he replied saying his fone was dieing n tht he wuld txt me whn he got hme.. i waited n he didnt reply.. the nxt day i saw him n he said his mom took his fone away bcuz she saw him gettin "hi" wth his frnd n took it away.. i rele lke him n wanna ask him out but he dsnt hve his fone.. i rele wanna txt him n cant stand not being able to communicate wth him...! wht shuld i do?
