Which method is better for the rehab, the goverment policy of benefits and treatment or pure rehabilition?

Rehabilitation, I don't know why but successive governments have found it impossible to keep drugs out of prison, I believe that if you are a known drug addict in prison even if you have the best intentions you could be bullied or tempted by the dealers into continuing your habit, there are no easy answers!
